The Federal Government could deal with it for a lot less than they waste on other things. When municipalities have programs they will tend to attract the "transient" portion of the homeless. Homelessness is a thriving business along Broadway in the mission district... it seems to have gotten much worse since the Mayor Lady came along. Other communities have been known to solve their own problem cases by buying one way bus tickets to Knoxville. I don't know how to deal with it... but some folks just can't be helped. I have a 35 year old relative that is in this situation. He has been given EVERY opportunity and just can't help not being a social degenerate. He's failing in the world even though he's been given lots of chances to succeed.
I do count my blessings. I was lucky to have been born with great parents that kept me from falling into society's black holes.

The Federal Government could deal with it for a lot less than they waste on other things. ^^ Rehab instead of prison would be a good start probably. That and obliterating a good few Government agencies to open up some funding, audit whats left. Minarchism for the win.
